Job summary

The Section is a vital part of the University working to maintain the USP’s standards of excellence through the implementation of design standards and guidelines for the University’s physical estate. This includes delivering excellent standards of maintenance, repair and enhancement works through robust contract management and emergency response. In addition, the Section manages the University’s Occupational Health and Safety, campus sustainability initiatives, provision facilities related services such as utilities, fire safety, signage, furniture, equipment relocation, room and transport bookings, waste management, landscaping and events set up.

Job description

The Director Estates & Infrastructure (E&I)will lead the Estates & Infrastructure section and is responsible for the strategic management of the physical structures and environs in USP's 14 campuses located in its 12 member countries.  The Director E & I is also responsible for the operations of the Estates and Infrastructure Section at Laucala Campus.   The Director E&I serves as an advisor to the 14 Campus Directors, the University Senior Management Team, the Vice President Regional Campuses, Estates & Infrastructure, the Vice Chancellor & President and various Council Committees as required for decision making around master planning, space management, maintenance, OHS and proposed Capital Projects.

 

The successful candidate will be responsible for strategic and long-term space and facility planning, leasing and lease management, space allocation management and building services maintenance including a deferred maintenance schedule. This includes planning building enhancements to accommodate changing pedagogical needs, management of large construction projects, budget planning and management of E&I activities in Laucala including capital projects approved by the University’s Financial and Investments Committee.

 

The appointee will oversee the management of Section staff including the managers, coordinators, and suppliers, contractors and consultants in the area of expertise related to construction and planning, maintenance, grounds and landscape management that are conducive to the needs of students and staff.

 

The appointee will also be responsible for the maintenance of procedures and policies which promote a safe, productive, comfortable and a cost effective work and learning environment for members of the USP community. These include the University Building Maintenance Policy, Space Management Policy, Capital Building Projects Policy, Energy Management Policy and Disaster Management Plan.

 

In addition, the Director Estates & Infrastructure is also jointly responsible, along with Human Resources Department, for all areas related to Staff Health and Safety and Workmen’s Compensation, with Assurance and Compliance for risk management and shares responsibility with Information Technology Services for the development , planning and implementation of ICT related infrastructure impacting on structural and physical environs of the University.

Job qualifications

  • A Postgraduate qualification in the following areas: Engineering, Architecture, building/construction or a discipline related to facilities management with a minimum of 10 years of experience in a supervisory role in a similar organisation OR an equivalent combination of relevant experience and/or education/training;
  • Extensive experience in the planning and maintenance of large and complex facility portfolios;
  • Demonstrated experience in the planning, design and construction of capital works projects and knowledge and experience in master and facilities planning and assets management principles and practices, including the efficient utilisation and operation of facilities;
  • Excellent communication, interpersonal and problem-solving skills.

 

Preference will be given to applicants with: Professional Certification in area of expertise and experience in the tertiary education sector.
